The Right-Size the Age Subgroup is part of the Juvenile Justice Policy and Oversight Committee’s (JJPOC) Diversion Workgroup. It was established to examine how Connecticut’s juvenile justice system serves youth based on their developmental stage, legal status, and behavioral needs. The subgroup’s mission is to ensure that young people are treated in a manner that is fair, effective, and grounded in research on adolescent development.

Purpose and Goals

The subgroup’s primary goal is to evaluate and recommend adjustments to the age of juvenile jurisdiction and ensure that system responses are aligned with both public safety and youth rehabilitation.

Its work focuses on:

  • Assessing whether current age limits for juvenile court jurisdiction are developmentally appropriate

  • Recommending alternatives to formal justice involvement for emerging young adults

  • Promoting diversion programs that provide education, support, and accountability outside the traditional court process

  • Reducing racial and ethnic disparities in youth referrals and system contact

Why It Matters

Research shows that adolescent brains continue to develop well into the mid-20s, particularly in areas tied to decision-making, impulse control, and understanding consequences. The Right-Size the Age initiative builds upon this science to ensure Connecticut’s juvenile justice policies reflect how youth learn, grow, and change — prioritizing rehabilitation over punishment.

By “right-sizing” the age of responsibility, the subgroup works to:

  • Decrease recidivism through age-appropriate interventions

  • Improve long-term outcomes for youth and communities

  • Strengthen public trust in the fairness of the justice system

Monthly Meetings

The JJPOC Workgroups convene monthly to review progress, discuss ongoing initiatives, and align on strategies that advance the committee’s reform goals. These meetings provide a collaborative space for members, stakeholders, and partner agencies to share updates, analyze data, and develop actionable recommendations. Each session focuses on key topic areas within the justice system, ensuring consistent coordination, accountability, and informed decision-making across all subgroups.
